Metropolitan King County, the folks who bring us Metro Bus Service, do not think that it is their  place to make crosswalks at bus stops reliably safe for all in the City of Seattle.

And then this letter came from Grace Crunican, who is Director of Seattle Department of Transportation.   She thinks there is reasonably safe access to all Metro stops in the city.   So what is the standard for reasonably safe access?  Who is the access designed for?  Is it for everyone or only some?
